President’s Advisor on possible PM following the parliamentary elections

According to the President’s Advisor Ermukhamet Ertysbayev, the new government – following the forthcoming parliamentary elections – might be headed by either the current PM Karim Massimov, or Vice PM Umirzak Shukeev or the Samruk Kazyna Sovereign Wealth Fund Head Timur Kulibayev. Mr. Ertysbayev told that in his recent interview for Liter newspaper.

“I believe that given the current circumstances, one of the following three can be chosen [as the new PM]: Karim Massimov, Umirzak Shukeev or Timur Kulibayev. The Government has gained a valuable experience in overcoming repercussions of the financial crisis, and from this perspective, there is a great temptation to retain Karim Massimov”, Mr. Ertysbayev told.

According to him, the society and the political elite “have been accumulating expectations of large-scaled changes (…) and change of the PM is a key factor (…) Massimov has been perfect for the five years, but change of the Government is inevitable following the parliamentary elections. That is the requirement of the Constitution”, Ertysbayev said.

“Policy continuity and fast entry into the operable mode – it’s the current First Vice PM Umirzak Shukeev. There is a third option – brand new and innovative – which is Timur Kulibayev who heads the Samruk Kazyna Sovereign Wealth Fund and interacts closely with the Government. I know that he has his own vision of the reforms and of the government management”, Ertysbayev said.

“Should Massimov leave, Shukeev is likely to be the PM, with Kulibayev being tried in the capacity of the First Vice PM as he has had no experience of high-ranking public service. This option is not excluded”, Ertysbayev said.

He didn’t rule out a possibility of the current Head of the President’s Administration, Asslan Mussin, taking the office. “It will be the decision of President Nazarbayev exclusively. He will be the one to suggest a candidacy. The candidacy will be discussed at a meeting of the Nur Otan fraction, just like in 2007. All the rumors of a split in the President’s team are nonsense. Vice versa, the team is tightly knit as never before. You will see that January 15, 2012”, he said.
