New Majilis advised to prioritize countering terrorism

Russian expert Aleksey Vlassov talked about priority tasks that have to be set for the new Majilis, Tengrinews.kz reports.

According to him, the members of the parliament will have to focus on legislative provision of countering terrorism. “I think that our Kazakhstan partners underestimate the seriousness of the situation that Central Asia will face in the nearest two years and that, of course, needs to be based on a very stable legislative base that will allow the authorities to efficiently and promptly counter new terrorist threats,” Director of Information-Analytical Center of Moscow State University states.

The second task in his opinion should be creation of a package of measures on countering the economic crisis and its consequences. The third task, according to Vlassov, should be aimed at maintaining stability in inter-ethnic and inter-confessional realms. “I know that the Agency on Religion is heavily criticized and the relgion-related amendments to laws are criticized as well. I think that maintaining inter-ethnical and inter-confessional stability is a guarantee of stable development of the country in general,” he notes.

The expert emphasizes another task zone: interparty dialog. “We can already see that forms of civil self-organization are spontaneously developing in Russia and Kazakhstan. If the authorities manage to effectively establish the dialog system between the authorities and the civil society, then there is a guarantee that the system will not suffer any catastrophic changes and that the course of further development of our countries will be evolutional, which we are highly interested in. But if alternative opinions are ignored by the authorities, than, of course, Russia and Kazakhstan may witness radicalization in those parts of the population that thirst for more active changes. And this issue defining the further course and development strategy depends not only on executive authorities, not only on the government and the presidential administration, but on the new Parliament as well,” the expert states.
