Nazarbayev signed decree to dissolve Majilis

Kazakhstan President Nursultan Nazarbayev signed a decree on dissolving the Majilis (lower chamber of the Parliament). The decree has been published in Kazakhstanskaya pravda.

“As per article 63 of the Constitution of Kazakhstan and articles 85, 87 of the Constitutional Law On Elections in Kazakhstan I decree: to dissolve the 4th Majilis and appoint early elections of Majilis deputies elected through party lists for January 15, 2012,” the decree states.

Kazakhstan President Nursultan Nazarbayev called the early parliamentary polls in a bid to freshen up the legislature. Currently, all the seats in the Majilis are held by supporters of the ruling Nur Otan Party, and President Nazarbayev said that parliament should have at least two parties.

"The democratic vector of Kazakhstan's political development must be steadfastly realised," Nazarbayev is qoated by AFP as saying on Tuesday. "The renewal of parliament is needed for the extensive modernisation that we are undergoing".

The Central Election Commission, the Government and oblast Akims (Governors) have been instructed to start preparations for the early elections. The decree is coming into effect on November 16.

Earlier Tengrinews.kz English reported that on November 15 Nazarbayev held a meetings with Prime-Minister and speakers of Kazakhstan Parliament, who agreed with the suggestion of dismissing the Majilis. in the meeting President Nazarbayev said that the parliament was in need of renewal to continue the country's democratic development.
