Kazakhstan's state service reform concures with development of European countries

Kazakhstan State Service Agency is interested in the state service reform experience of Great Britain and the Netherlands, Tengrinews.kz reports citing the Agency’s press-service. “A delegation of state workers led by the chairman of Kazakhstan State Service Agency Alikhan Baimenov has rendered a visit to Great Britain and the Netherlands in the framework of the EU project called Reformation and Modernization of State Service in Kazakhstan Government, Alikhan Baimenov stressed that the trip once again confirmed that the reforms of Kazakhstan state service are moving in the direction complying with the trends of development of the state service in developed countries. This is true both for mechanisms of personnel selection and promotion and for evaluation of state employees,” the message states. Besides, British representatives were introduced to Kazakhstan's model of state service and noted that it complied with reforms of the advanced countries. The parties exchanged opinions on forming of the higher state service block in Europe (the one similar to Kazakhstan’s A Block), ethical norms of behavior, professional development and training of personnel. The officials expressed the mutual readiness to continue exchange of experience and opinions on improvement of the state service system. “During the trip the representatives of Kazakhstan State Service Agency met with ranking representatives of the authorities and officials coordinating the state administration in Great Britain. They met with the head of British Civil Service Sir Bob Kerslake, First Civil Service Commissioner Sir David Normington, chairman of the Public Administration Select Committee Bernard Jenkin and chairman of the Committee on Standards in Public Life David Prince,” the press-service writes. Besides, the Kazakhstan delegation visited several European institutes and universities studying public service. The delegation met with top managers of Edinburgh University, Leiden University, as well as with students and interns from Kazakhstan studying in the framework of Kazakhstan's state-run education scholarship program Bolashak. In the Netherlands the delegations also discussed activities of the higher managerial block, as this country has an advanced experience in managing personnel of the higher chain of public workers. The Netherlands have implemented a highly-efficient talents management system.
