We have to be more concerned about reasons for terrorism inside the country: Yerlan Karin

Political expert Yerlan Karin believes that Kazakhstan terrorists acting outside the country have to be of less concern to Kazakhstan authorities rather than the extremist forces arising inside it.

"Many terrorist organizations have citizens of other countries in their ranks. I don't deny the fact that a few of our citizens get involved in the terrorist activities abroad, but I done see any trend or escalating problem that should make this our primer concern," Karin said on the sidelines of the round-table meeting called Extremism and Terrorism in Kazakhstan: Accident or Trend?

According to Karin, over 40 Kazakhstan citizens have been apprehended over the past 5 years at the territory of other countries in suspicion of participation in terrorist and illegal armed activities. However, according to the expert, the situation has changed and the fact that some Kazakhstan citizens are going somewhere to try and take part in terrorist activities should not be our main concern.

"Yes, we have to worry about this. But what should concern us even more is that there are conditions, reasons and factors emerging inside the country that push the young people to take up arms. 148 Kazakhstan citizens were convicted on terrorism charges inside the country in the last 5 years. This year alone 82 citizens were charged with terrorism. This means that the problem of our citizens being recruited already existed in the country 5 years ago. And now we have to be concerned and worried first of all about emergence of internal factors that inspire involvement of young people in the extremist activities," the expert said.

According to Karin, almost 70 percent of convicted terrorists in Kazakhstan were young people aged under 29. Referring to Russian experts, Yerlan Karin named one of the main motives driving young people to extremism: an increasing number of materials propagating terrorist and extremist ideas distributed through the Internet.

The latest registered case of participation of Kazakhstan citizen in a terrorist group abroad is dated November 7, 2012. According to Russian media, Kazakhstan citizen Vadim Kadymov, also known as Khamza, was eliminated during a special anti-terrorist operation in Dagestan. Kadymov was a member of Khasavyurt terrorist group.
