Italy's military cargo transit from Afghanistan approved by Kazakhstan's lower house

The lower chamber of Kazakhstan’s Parliament has given the thumbs up for Italy to withdraw its military equipment and personnel through the Kazakh territory, Tengrinews correspondent reports from the meeting.

The lower chamber (Majilis) has ratified the appropriate treaty and now the draft law is sent to the Senate.

According to the Majilis Committee on International Affairs, Defense and Security, the transit of aircraft will be carried out on the basis of permits issued by the Ministry of Foreign Affairs of Kazakhstan for the usage of Kazakhstan’s airspace. In addition, the transit of aircraft will be effected in accordance with the rules and regulations of the ICAO (International Civil Aviation Organization) and of Kazakhstan.

The Kazakh side will provide air navigation services in accordance with the laws of Kazakhstan, and this will mean collection of air navigation charges. “Aircraft crews, operating within the airspace of the Republic of Kazakhstan, shall strictly comply with the instructions (commands, recommendations) of the bodies governing (servicing) and managing the air traffic of the Republic of Kazakhstan," the committee said.

The number of military property located at the territory of Kazakhstan at any given time will be strictly limited to one train.

During the transit, both military equipment and personnel will be subject to border and customs control, and if necessary, other types of control in accordance with the laws of Kazakhstan.

The Italian side takes upon itself all the costs associated with the transit of Italy’s military equipment and personnel through the territory of the country.

Kazakhstan has already ratified similar treaties with Great Britain, France and Spain. Kazakhstan will receive $300-400 thousand for the transit of Britain’s military cargo through its territory annually. The figure depends on the frequency of flights, type of cargo and its weight.
