Over 210 thousand crimes were registered in 9 months of 2012 in Kazakhstan, Tengrinews.kz reports citing chairman of the Legal Statistics and Special Accounting Commission of Kazakhstan General Prosecutor’s office Saule Aitpayeva. “210 thousand crimes were registered in Kazakhstan in 9 months of 2012, which is 52.2 percent more than in the same period of last year. An increase was registered in such crimes as theft, fraud, robbery and hooliganism. The share of these crimes in the overall amount makes 83 percent,” Aitpayeva said. She noted that an increase in criminal activities was registered in almost of regions of the country. “The greatest surge was registered in Almaty: the number of crimes doubled there and made 37,994 cases. The number of crimes in Kyzylorda oblast grew 86 percent and made 7,591 crimes versus last year’s 4,082 crimes. The growth of crimes reached 78 percent in Kostanay oblast, where their number jumped from 9,926 to 17,660,” Aitpayeva said. Chairman of the commission stressed that the growth of registered crimes is related no to the actual increase of criminal activities, but because of improved registration thanks ti introduction of a uniform electronic registration system in 2012. The system registers all the crime reports and attaches an individual number to each case. She noted that such system is unique for CIS and Russia is currently considering implementing it as well. “In the end, thanks to the achieved transparency of registration of all received applications, we have received the most clear and objective picture of the criminal situation in the country. Time of reviewing of applications has also improved: 70% of the applications are successfully reviewed within the time period set by the legislation. In 2007 timely reviewes hardly reached 38.3 percent,” Aitpayeva explained. Another objective criteria of the situation in the country is reduction of the number of applications from the country’s residents reporting police officers for acting illegally. “The number of complains against actions of police officers went 29 percent down: from 2,607 to 1,851,” Aitpayeva said.
