Kazakhstan is ahead of Russia in world IT-rating

Russia has moved up in the annual Information Technologies Development rating by World Economic Forum (WEF) experts, Tengrinews.kz reports, citing Interfax. Russia has moved 21 lines up in 2011-2012 rating. It was ranked 77th in 2010 and now it is 56th and is placed between Kazakhstan (55) and Panama (57). Russia was ranked 80th in the 2009-2010 rating. Russia's Net-Ready Index that shows the level of Information and Communication Technologies (ICT) development level has grown from 3.7 to 4. Sweden remains the leader of the rating (with 5.94 Net-Ready Index), Singapore is in the second place and Finland is third. Denmark is ranked fourth and it is ahead of Switzerland. The Netherlands and Norway are at the 6th and 7th lines and the U.S. has moved down to the eighth position (it was ranked fifth earlier.) Some weak points in the U.S. political and administrative spheres have resulted in the eighth place in spite of the well developed U.S. ICT infrastructure, the report reads. China is ranked 51st (36th in the last listing), India – 69th (48), Brazil – 65th and South African Republic – 72nd. The level of mobile penetration, adult literacy and fixed Internet-access prices level are Russia's strongest points according to World Economic Forum experts. Meanwhile, a number of problems hinder Russia's ICT distribution. They are a low intellectual property protection, ineffectiveness of legal system, and a poor acceptance of new technologies. Russian Informational technologies capacity is not used fully ether by companies and or by state organizations, Aleksey Prazdnichnykh, Strategy Partners Group partner, and WEF Russia ICT competitiveness analysis program coordinator said. “It is possible to improve the situation in a short period of time by large-scale and continuous implementation of such technologies as e-government. It is possible to lower barriers in licensing, electric lines connections and customs services,” Prazdnichnykh said. The ICT Development index is based on the open to public statistics data and head of companies poll results. There are 142 countries' detailed profiles in the report including ICT use and penetration indexes in each country's economy. The Strategy of Information Society Development was adopted in Russia in 2008. It stipulates that Russia will reach Top-20 of the most developed IT countries and will be ranked not lower than 10th in the national ICT access level in international ratings.
