Nazarbayev signs anti-torture law

Kazakhstan President Nursultan Nazarbayev has signed a law On amendments to certain Kazakhstan’s legislative acts on creation of national preventive mechanism to prevent tortures and other cruel, inhuman or humiliating treatment and punishment, reports citing the President’s official website.

The document is aimed at forming and ensuring operation of mechanisms for prevention of tortures and other forms of illicit treatment of people in place of confinement.

The new amendments introduce a nation-wide preventive mechanism that functions trough the Ombudsman and representatives of the civil society. Besides the public supervisory commissions, the prisons will be also visited and monitored by members of public unions working on protection of human rights and people’s legitimate interests, as well as by lawyers, social workers and doctors.

200 million tenge ($1.3 million) will be allocated from the budget annually for implementation of the law.
