Nazarbayev suggested “five good deeds of the SCO”, reports from the meeting of Council of Heads of the Shanghai Cooperation Organization (SCO) member-states in Astana. Kazakhstan President Nursultan Nazarbayev made unprecedented suggestions.

“I call to create an SCO council for settling territorial and regional conflicts and use it to carry out preventive measures in potential hot spots in the area of its responsibilities. In the past years we have witnessed two serious political conflicts and coups in the neighboring Kyrgyzstan. And our Organization did not and could not take any measures,” Nursultan Nazarbayev said.

Kazakhstan President called to start developing an SCO common transport-and-power space. “We have oil, gas, resources in our countries. It is important to unite our interests, form an integral Eurasian system of pipelines and electric power grids,” the President said.

He proposed to create a new SCO mechanism for close economic cooperation. According to the President, this requires accelerating creation of a development fund for further financing of joint projects.

Kazakhstan President called to resolve food and fresh water security issues. "It is necessary to safeguard people from these problems. Kazakhstan is calling to create a new SCO water-and-food commission at the level of heads of respective national authorities,” Nursultan Nazarbayev said.

In the context to the recent disaster in Japan, Kazakhstan President called to create an SCO emergency situations center.

Nazarbayev's fifth call was to establish a prognostics institute. "It is time to create a permanent supranational prognostics institute and work out a united vision of development of the SCO. Joining our forces, we will be able to develop SCO-2030 and SCO-2050 forecasts. This is important for countering the global crisis,” Nazarbayev said.
