EU to help Kazakhstan solve labor migration issues

Head of the European Union delegation to Kazakhstan Ambassador Norbert Justen said that European Union is ready to support Kazakhstan in implementation of international standards in management of migration processes, Interfax-Kazakhstan reports.

“We understand the complexity of migration. This is indeed a very tough issue that creates big challenges to us. European Union supports international regulations by rendering technical aid. Considering the importance of this issue for Kazakhstan, the EU would like to become its partner in this area,” the Ambassador said at the roundtable meeting called Legal mechanisms of migration regulation: international standards and national legislation in Astana.

He noted that effective regulation of migration processes requires a unified regional database. “The EU believes that individual approach is not correct in terms of accommodation of all the parties' interests. That is why it is necessary to create a more enforced regional database for cooperation and regulation of migration mechanisms in the region,” he said.

Justen added that “EU is concerned over how frequently labor migrants become victims of human trafficking and sexual abuse.”

Majilis deputy (Lower Chamber of the Parliament) Dinara Nuketayeva agreed that labor migration issues are becoming more and more acute for Kazakhstan. “For the last 5-7 years import of foreign labor to Kazakhstan increased more than three-fold,” she said. “Whereas internal migration annually involves around 300 thousand people; and since the migration processes are spontaneous they cause pressure on labor markets and elevate social risks.”

As per Nuketayeva, “it is necessary to be able to forecast surges of internal migration.” “That is why there is an urgent need for improvement of migration legislation to face the said challenges and the massiveness of migration flows that manifested themselves especially pronouncedly in the last ten years,” the MP said.

Kazakhstan Parliament is currently reviewing the draft Migration Law. The main objective of the law is to further improve the legal base regulating migration, ensure government regulation of internal and external migration, rational displacement of population, provide accommodation support and social support to ethnical Kazakhs and their family members arriving from foreign countries for full-time residency in Kazakhstan.

Besides, the law also envisages support to re-immigrating Kazakhstan citizens and their families, and to families moving from economically unpromising or unfriendly regions of the country.
