First Kazakhstan helicopter took off the ground, Tengrinews.kz reports. Two units of EC 145 helicopters made by Eurocopter and assembled in Kazakhstan made their first pilot flights on December 1. The copters are for the Defense Ministry. Commenting this event Deputy Defense Minister Sergei Gromov noted that presidents of Kazakhstan and France initiated this inter-governmental project.

“Kazakhstan President, Supreme Commander Nursultan Nazarbayev always stresses that we need strong and effective armed forces, but we have to balance our tasks with capacities of the national economy, and consider the international situation; the President pays a lot of attention to development of military-industrial sector,” Gromov said.

First helicopters assembled for Kazakhstan Defense Ministry will be used for search and rescue operations. Next year's state defense order includes supply of 9 such helicopters. According to Sergei Gromov, the Ministry will not stop there: negotiations are in process on assembling heavy military and military utility helicopters.

Another 4 units are almost ready. They will be supplied to Emergency Situations Ministry. All the helicopters assembled for the Emergency Ministry are equipped with the required medical equipment and have TV communication and night vision devices on board. The cost of helicopters is not disclosed but it is known that the European concern is selling EC 145 in baseline configuration at around 5 million Euro. All these copters are presold for the next 2 years, even though the company requires a 100-percent prepayment.

“The plan is that some of the technologies will be transfered to Kazakhstan within 5 years. We expect that 30 to 50 percent of the production wlil be located at the territory of Kazakhstan, depending on production that is transfered. We are focusing on training our people, modernization of these helicopters and the possibility of producing certain parts of EC 145 at our plants,” President of Kazakhstan Engineering Bulat Smagulov said.

According to him, Semi Knock-Down is being done now, but next year, when the plant's building is completed and a sufficient number of local experts are trained at the joint venture, the plant will start making detailed assembly of helicopters. “It is important for us right now to learn how to service and maintain these helicopters. Next year more orders will be place,” Bulat Smagulov said.

The plan is to assemble 8-10 helicopters in 2012; the plant will start making profit after making 45 EC 145 in 5 years. Helicopters assembled in Kazakhstan are aimed for Central Asia and Russia. Technical maintenance will be offered at Kazakhstan plant in Astana as well. Charter capital of the joint venture is 11 million Euro. The amount was split in halves between Kazakhstan and European investors.

“After the start of the operation Eurocopter Kazakhstan will become the only company in the CIS (Commonwealth of Independent States) to offer servicing and maintenance of EC 145, and also to produce certain helicopter parts. Transfer of technologies is stipulated in the Agreement with the French party,” Director General of EADS-Kazakhstan corporation Silver Delone said.

The plan will be located in the area close to Astana international airport. It will have shops for servicing mechanical parts, repairing electronic equipment and on-board transmitting devices, repairing parts made of composite metals and blades, repairing engines and hydraulic equipment, premises for technical maintenance and painting, independent boiler-house, storage and canteen. Trainings for pilots, mechanic and avionics experts will be held in the training center at the plant.
