Advanced oil processing center will be built in Atyrau in 2015

An advanced oil processing center will be built in Atyrau in the second half of 2015. The “first brick” was laid down in the foundation of the center in Atyrau refinery on Monday, Tengrinews.kz reports. “The strategic goal of the investment idea is to establish a modern technical base at the existing Atyrau refinery for production of high-quality oil products in line with the global standards and providing a supply of oil chemicals for development of Kazakhstan’s petrochemical industry. This radical solution called to increase the oil refining efficiency at Atyrau Refinery is related to implementation of the secondary processes that provide additional refining depth (coking, vacuum CDU-3 block), as well as to implementation of the basic process of advanced processing, such as catalytic cracking. This center is aimed at processing 2.4 million tons of materials (oil residue, vacuum gasoil) per year,” the message states. The center will enable the refinery to increase production of high-octane gasoline, aviation and diesel fuel. “Processing 5.5 million tons of oil a year, Atyrau refinery will produce 1.7 million tons of car gasoline, 1.6 million tons of diesel fuel, 244 thousand tons of jet fuel. Output of oil residue will shrink to 193 thousand tons. All motor fuels will comply with Euro-5 standard. Implementation of the project will effect not only the development of oil processing industry, but the whole oil and gas complex of Kazakhstan,” the company states. According to KazMunaiGas, the project is worth over $1 billion. The construction is going to take 41 months. The participants of the construction project include Samruk-Kazyna National Welfare Fund, KazMunaiGas national oil and gas company, KazMunaiGas-Processing and Marketing, Atyrau Refinery and Russia’s OmskNefteChimProject. The turn-key project agreement for construction of the advanced oil processing center was signed on December 29, 2011 by Atyrau Refinery, Sinopec Engineering Consortium (China), Marubeni Corporation (Japan) and KazStroyService (Kazakhstan). Sinopec Engineering is the consortium's project. operator Marubeni Corporation is responsible for funding from Japan Bank for International Cooperation and also takes part in procurement and logistics. KazStroyService will take part in construction and local procurement. KazMunaiGas emphasized that the main goal of construction of the advanced oil processing center was to increase the efficiency of the refinery by reconstructing the existing units and upgrading the refinery with the use of advanced technologies and equipment and to, finally, fully supply the retail oil products network of KazMunaiGas-Processing and Marketing with high-quality motor fuel.
