Kazakhstan miners and metallurgists ask to suspend emission sanctions until 2015

Kazakhstan’s miners and metallurgists have asked to suspend the ecological program until 2015, when the companies opened under the State Program of Accelerated Industrial-Innovative Development get on their feet, Tengrinews.kz reports citing Nikolay Radostovets, Executive Director of Kazakhstan Association of Mining and Metallurgical Companies.

“We suggest to give Kazakhstan’s economy an opportunity to develop, give an opportunity to complete the Program, as it was prepared not in line with the requirements of the Quality Management System. The companies have to work in the pilot mode without sanctions in 2013 and 2014 and clearly understand how the model works. Let’s talk about the penalties starting from 2015. By than time there will most likely be less emissions and so the taxes will be lower,” Radostovets said.

He added that the Association supports the idea of creation of the green economy in Kazakhstan and will try to fulfill the obligations undertaken by Kazakhstan to reduced the emissions by 15 percent by 2020. However, according to him, ecological obligations were not considered during preparation of the State Program of Accelerated Industrial-Innovative Development.

“There is currently a conflict of interests in the economic issues. This can undermine implementation of the Program, because our companies will have to pay sanctions in the amount of $1.7 billion, which is nearly 80 percent of their investment obligations,” he said.

Kazakhstan Vice Prime-Minister Serik Akhmetov replied that approach to environmental security would be toughened anyway and the companies had to be ready for that.

“Many companies use new technologies, however, there are more than enough emissions. We constantly work with the MPs and executive authorities to improve environmental friendliness. That’s why the requirements will be toughened. So I’m saying this now for everyone to be ready: it is better to have a good program on environmental protection new and use new technologies available in the world. Your companies will have to perform a serious work with the Industry and Environmental Protection Ministries in the nearest time on the environmental protection programs. This is a very serious issue,” Akhmetov said.
