Residents of collapsed building will get equivalent housing in Karaganda

Karaganda Maslikhat (local executive authority) ruled out to provide the residents of the collapsed building of Bessoba region with equivalent housing, KazTAG reports.

“In relation to the emergency situation in building No.7 of Bessoba residential complex, Karaganda city administration has to consider providing other housing to the victims with cession of the right for claiming the cost of the lost housing from the persons responsible for the accident i line with Article 35 of Kazakhstan Law On natural and technogenic emergency situations, city Maslikhat’s decree states.

This decision was made to avoid social tensions, protect legal rights and interests of the citizens. “This issue is very acute, as the legal rights and interests of the citizens of our city are involved. That’s why we recommend to take a decision on provision of housing to the the residents who lost their apartments as a result of the emergency situation,” chairman of the city Maslikhat Commission Kadyrbek Abdirov said.

According to deputy Akim (Mayor) of Karaganda Yerik Sadykov, the building's collapse has been declared a local emergency situation. “This helps ensure social protection of the citizens who suffered from the emergency situation by reimbursing their damage under the existing legislation,” he said.

According to preliminary calculations, the damage made around 550 million tenge ($3.7 million). 328.8 million tenge ($2.2 million) out of them are the apartments costs, deputy Akim reminded.

“This damage cost will become a serious load for the city’s budget, that’s why the decision has been made to use an alternative approach by providing the housing to everyone, regardless of how their housing was bought, under the state program or via interest participation in construction. The apartments will be equivalent to the lost ones. Those who have owned several apartments will get only one apartment,” Sadykov said.
