Kazakhstan Emergency Situations Minister Vladimir Bozhko has tagged the situation in East-Kazakhstan Oblast a jittery one, Tengrinews.kz reports citing the press-service of the East-Kazakhstan Oblast Emergency Situations Department.

During his visit to East-Kazakhstan Oblast Bozhko reminded that the region was experiencing an extremely bad weather during the winter. The amount of snow at most of the oblast’s territory exceeded an average annual standard 2 or 3-fold. In this relation, many villages are under threat of floods in case of a sharp warming. “3-4 avalanches a day bring down lots of snow onto the roads in East-Kazakhstan oblast. There have been no casualties and I hope there will be none. Many vehicles are involved in the efforts to clean the roads. The situation in Kazakhstan in general is a complicated one. There is lots of snow,” Bozhko said.

Akim (Governor) of East-Kazakhstan Oblast Berdybek Saparbayev said that roads in the oblast have been closed 194 times over the winder because of heavy snows and long-lasting blizzards. “Around 800 vehicles and almost 2 thousand people have been evacuated from snow drifts. The situation in the mountainous areas has worsened even further with the warming because of multiple avalanches. Road protection measures like installation of snow shields, cutting trenches and embankments do not provide adequate protection because of the excessive height of the snowpack. Available snow-cleaning vehicles are working at the end of tether,” Saparbayev said.

The work led headed by Bozhko checked on the flood situation and snowpack in some of the regions of the oblast, in particular in Zimovye and Sekissovka villages. The Minister personally checked preparedness of the regional emergency situations services to battle the floods. Bozhko noted that snow cover in some regions of the oblast were 3 times higher than the expected level. Ice on the rivers is almost 1 meter thick. Frost penetration of the soil is very deep as well. This means additional difficulties in case of a sharp warming. Because deep frost penetration creates a threat of rivers “rambling” over the ice.

“Should the timely measures be not taken, the emergency situation will cover 104 thousand people and damage 15 thousand buildings. The material damage may be equal to 33 billion tenge ($220 million). In this relation, we have to perform bank protection works at 27 rivers, clean up the beds of 28 rivers, regulate the beds and perform rectification in 29 rivers with the total length of 126.5km. Emergency repair works are required at 19 hydrotechnical facilities,” the Akim said.
