Agency for Fighting Economic and Corruption Crimes (Financial Police) has arrested the Head of Cattle Breeding Department of Agriculture Ministry of Kazakhstan, Tengrinews reports citing the press-service of the Agency. "The Financial Police Department of Astana caught Maksut Baktibayev, Head of Cattle Breeding Department of Agriculture Ministry of Kazakhstan, red-handed on December 28. He was receiving a bribe in the amount of 720 thousand tenge ($4.7 thousand) from the Director General of Scientific Innovative Center of Cattle Breeding and Veterinary Medicine for his assistance in getting a public procurement contract on development of index-based evaluation of beef cattle production," the message says. Bakitayev is also charged with exceeding his authorities in December 2013.He forced IskerKhala company to make a sham contract worht 12 million tenge ($78 thousand) on office leasing in Continent 7 residential complex in Astana. But in fact the money were paid for the office rented by the Scientific Innovative Center of Cattle Breeding and Veterinary Medicine in the same building. "Criminal cases were initiated against Baktybayev over the bribe taking and exceeding his authorities. He was arrested based on the court order on December 30. The criminal cases are being investigated, all the other information is classified for the investigation purposes," press-service said. Earlier, Muslim Umiryayev, Vice-Minister of Agriculture of Kazakhstan, was arrested on December 21 in Astana and charged with getting a $100 thousand bribe from a businessman in exchange for awarding a public procurement contract. Shortly after the arrest it was discovered that the intermediary, who supposedly passed the bribe to Umiryayev, has millions of US dollars in his bank accounts and had allegedly been acting as this kind of intermediary for some time.
