Authorities in Kazakhstan said on Monday they had arrested four people behind two blasts that killed a man in the Central Asian nation's energy-rich west last month, AFP reports.

Prosecutors said a member of the "criminal group" identified as Baurzhan Sultangaliev accidently blew himself up in Atyrau on October 31, one of two blasts that shook the Caspian city in the space of an hour.

The group were involved in making home-made bombs to be used in "acts of intimidation" against law enforcement and other government officials, the Atyrau region prosecutors' office said in a statement.

Earlier this month Jund al-Khilafah (Soldiers of the Caliphate) network claimed responsibility for the October attacks.

The blasts followed a warning from the group over a new Kazakh religion law.

Kazakhstan has come under Western criticism for toughening control over religious organisations. But the secular Muslim nation of 16.5 million people argues that it must do more to fight the threat of Islamic radicalism.

Earlier Tengrinews.kz English reported that two explosions happened in Atyrau in the morning on October 31. The first blast was in a garbage can at Kulmanov street. An hour later a man blew himself up in Saryarka region. Islamic group Djund Al-Khalifat (Soldiers of Khalifat) claimed responsibility for both explosions in Atyrau on October 31.
