Akhmetov wants ArcelorMittal Temirtau audited

During the visit to Temirtau, Kazakhstan Prime-Minister Serik Akhmetov has ordered a technology audit of all the ArcelorMittal Temirtau's units, KazTAG reports.

“There is a delay in the repairs schedule (at ArcelorMittal Temirtau) causing the accidents. We should make a technology audit of the buildings and facilities. We have to attract scientific-research institutes and work out recommendations on elimination of the existing problems,” Akhmetov said at the meeting with ArcelorMittal Temirtau management.

The technology audit can be held within 2-3 months, First Vice-Minister of Industry and New Technologies Albert Rau believes. “There were 18 accidents, including 2 major ones at ArcelorMittal Temirtau in 2012 and there has been 8 accidents, including 1 major, since the beginning of 2013. For almost the whole last year and into 2013 the plant has been operating without any reserves in the steel-making process,” Rau said.

Production volumes had been lowering as well in the company, he said. “The production volume in 2012 made 329 billion tenge ($2.2 billion). The volume index compared to 2011 made 86.1 percent. Iron smelting lowered from 3.1 million tons in 2011 to 2,7 million tons in 2012,” Albert Rau said. According to him, this year’s expected production will make 2.1 million tons of flat-rolled products and the volume index will make 85.7 percent.

The latest accident happened at ArcelorMittal Temirtau on July 13 when the second chimney in a row, this one of 1.5 meters in diameter, fell at the coke production facility. People were working in the area when the accident heppened. According to the workers, it was a miracle that nobody was hurt.

The previous chimney accident happened on June 26. That time the reinforced concrete chimney at HU-1 coke production facilities got damaged. The 90m pipe with of 11 meters in diameter is used for remove combustion gases from the oven of the coke battery No.5. The direct coke gas pipeline of 2,000mm diameter was also damaged causing inflammation of the coke gas. A conveyor gallery of the coal-preparing shop was damaged as well. The accident caused a suspension of the blast-furnace, agglomeration and milling facilities. No casualties were reported.

Kazakhstan Minister of Industry and New Technologies Asset Issekeshev arrived to the accident site upon an instruction of the Prime-Minister Akhmetov. A special commission was formed for investigation of causes of the accident. According to the commission, the accident was caused by violations in construction of the pipe that was erected in 1960s and had given no trouble ever before. According to the commission, bricks other than fire bricks were used in making of the chimney in places.

ArcelorMittal Temirtau is a branch of ArcelorMittal transnational company and is the biggest company in Kazakhstan’s mining-metallurgical sector. It includes a metallurgical plant in Temirtau, 8 coal pits in Karaganda Oblast, 4 iron ore mines in Karaganda, Akmola and Kostanay Oblasts.
