Nazarbayev talks about meritocracy in civil service

In his speech on April 10 in the Palace of Independence in Astana the President of Kazakhstan admitted that it was natural for people to prefer working with those they trust. But he added that hiring people you know to work in the civil service was only advisable if those people had proved to be professionals and earned their position by merit, Tengrinews reports .

"During the Brezhnev era, all his friends were from Dnepropetrovsk and Chisinau, where he had worked. We are all human; we want those who we trust to be around. But these people should be professionals and work well. And when we select our staff, the civil service standard should be as follows: the most deserving candidate should be selected for the job," he said.

Nazarbayev pointed out that the hard work of the civil servants was not widely publicised, but they were performing important tasks and, therefore, only professional had to occupy such positions.

"Meritocracy means that deserving man must climb the ladder of public service. To be honest, we have inherited a lot of things from the past that is not very good, such as bringing friends and relatives into the public service,” he admitted.

However, bringing relatives and friends is alright if they show true merit, the President declared.

“For example, the government of George W. Bush was called the "gentlemen's government" because he invited all his friends to work there. Such things happen," Nazarbayev said.

The key is that people working in the civil service must know their job. Nazarbayev urged the youth to support his initiative in building a meritocratic civil service.
