Nazarbayev called to improve quality of agricultural goods

President Nazarbayev talked about the necessity to improve the quality of agricultural goods produced in Kazakhstan, the presidential press-service cited Nazarbayev as saying at the meeting with Agricultural Minister Assylzhan Mamytbekov, Tengrinews.kz reports. "Today we need not only to increase the volumes of the produced agricultural goods, but also to significantly improve its quality. There are all resources required for that. 1.5 trillion tenge ($10 billion) have been allocated for development of Kazakhstan agricultural industry in the last 15 years; at least 115 billion tenge ($782 million) have been invested in this sector in 2011," President said. He noted that development of agriculture is the one main priorities for the country. Economic integration with Russia, Belarus and accession into the World Trade Organization make improvement of the competitiveness of Kazakhstan agricultural complex the cornerstone of success. "Good harvest gathered last year created many problems in terns of its storage, transportation and export. They were caused by the deficit of elevators, freight wagons and other issues. "Modernization of cattle-breeding industry is another important factor ln forming of an effective agriculture in the country. Successful resolution of all these problems requires team work and adoption of a package program on development of agriculture," Nazarbayev said at the meeting with the Minister. Minister Mamytbekov told the President about the conceptual provisions of the new Agriculture Development Program to be implemented until 2020. In particular, he pointed out that Ministry planned to give up direct state financing of the sector and would instead divert the allocated funds into stimulation mechanisms and attraction of the investments from financial markets. "These tools exceed the capacities of the state budget. We will broaden the access to investing into agriculture for private lenders that could not compete with the state institutions before in terms of cost of the offered funding. In general, the state has to create good conditions for the initiatives from agricultural sector participants," Mamytbekov said.
