Kazakhstan to adopt Polish local government experience

Kazakhstan will adopt Polish local government experience, Tengrinews.kz reports citing Aigul Solovyova, member of the lower chamber (Majilis) of the Kazakhstan Parliament. “The new concept approved by the President clearly oulines the elements and strategic direction of the local government development. Huge consideration is given to Polish experience. That’s why we have signed a memorandum that specifies the main focus of our joint activities, parameters of interaction and cooperation aimed at establishing partnerships of public organizations of both Poland and Kazakhstan,” Aigul Solovyova told the journalists. According to her, the fundamental principles of local government provide for participation of the community in all the processes taking place in the country, especially at local levels. The Majilis deputy noted that Kazakhstan planed to hold several panel discussions with Poland during the Astana Economic Forum to be held in May. These discussions would include experience exchange between the two countries and would focus on working out recommendations for effective introduction of the Polish experience in Kazakhstan. “Why Polish experience? What's most important is that they have achieve efficiency. The most important issue for Kazakhstan is to improve the efficiency of spending of funds, ensure public control and monitoring. Poland and Kazakhstan have similar three-level administration system and territorial division which makes Poland close to our conditions and its experience especially applicable,” Solovyova said. The MP added that Poland has a local government support fund for training of officials and regional local authorities and non-government organizations. Ambassador Extraordinary and Plenipotentiary of Poland to Kazakhstan Jacek Kluczkowski told the journalists that Kazakhstan Prime-Minister Serik Akhmetov was expected to visit Poland in May.
