Baktykozha Izmukhambetov appointed Governor of Atyrau oblast

Baktykozha Izmukhambetov has been appointed Akim (Governor) of Atyrau oblast, Tengrinews.kz reports citing the Twitter of Kazakhstan President’s press-service. Nursultan Nazarbayev have arrived in the oblast for a working trip and introduced the new head to the region. Baktykozha Izmukhambetov replaced Bergey Ryskaliyev who was appointed Akim of Atyrau oblast in October 2006. Before that Ryskaliyev used to be Akim (Mayor) of Atyrau city since February 2006. Baktykozha Izmukhambetov served as Akim of West-Kazakhstan oblast from August 2007 to January 2012. Earlier he worked as Kazakhstan Minister of Energy and Mineral Resources. He was appointed Vice-Speaker of the Majilis (Lower Chamber of the Parliament) on January 20, 2012. Earlier Tengrinews.kz English reported that Ryskaliev asked to expel oilmen’s children from state kindergartens. The Akim explained that as compared to medical staff and teachers of the region, oilmen employed with oil producing companies enjoy salaries that are several times higher and “oil producing enterprises are capable of building and maintaining kindergartens for their employees”. Center of Social Partnership of Samruk-Kazyna National Welfare Fund responded to this statement of Ryskaliyev and applied to the General Prosecutor’s office for a legal evaluation of his actions. The Center believes that he instigates the social discord. Nevertheless, Ryskaliyev responded that “business has to be socially responsible and build kindergartens; this is applicable to oil producing companies as well”.
