Kazakhstan made several suggestions at the SCO (Shanghai Cooepration Organization) meeting in Saint-Petersburg, Tengrinews.kz reports. Karim Massimov reminded that the world’s economy had been undergoing a difficult period. This was manifested through a significant slowdown of the economic growth in the world, deterioration of the financial situation in the U.S. and Europe, increase of the debts, collapse of stock exchanges and slowdown of capital inflows. “Unfortunately, the meeting of G20 in Cannes last week did not clarify the way of further development of the economy. I think that we have an opportunity to also discuss economic issues during the SCO meetings. In particular, today’s narrow-format meeting covered a possibilities of setting up constant financial consultations at the level of the ministers of economics, ministers of finance, head of central banks in order to exchange opinions on current situation and on the anti-crisis measures implemented in our countries,” Massimov said and expressed hope that the heads of the governments of SCO member-states will have an opportunity to find and take certain decision on this issue. Kazakhstan Prime-Minister said that the SCO could become a powerful platform for enhancement of mutual interaction and coordination of efforts in trade and economt, as well as for overcoming consequences of the world financial and economic crisis. Kazakhstan advocates enhancement of economic and humanitarian cooperation of the SCO countried and suggested several releated initiatives. First of all, “considering the current risks of the world’s economic situation and the need tp create tools to minimize the risks, we think that economic cooperation between the SCO member-countries could to implemented through a joint inter-state reserve bank or fund. This would help effectively use the financial resources for expansion of trade and economic relations and could serve as a reserve capital in case of deterioration of the economic situation,” Massimov suggested. Secondly, Massimov believes it important to enhance cooperation, considering the approaching new wave of the crisis. The third step should consist in development of cooperation in new technologies. This could become a key factor to prosperity of the SCO countries. Kazakhstan has already suggested to hold the second meeting of ministers of science and engineering in the first half of 2012. “Agricultural cooperation and closer interaction between agricultural producers and consumers still remains an essential issue,” he said. According to Kazakh PM, this will promote food security, production growth and increase of goods turnover in the SCO space. In this connection Kazakhstan has also suggested to hold the meeting of agricultural ministers in the second half of 2012. The meeting is planned to be combined with an exhibition of agricultural achievements and a food security conference. As per Massimov, the Business Council and the SCO Inter-Bank Union have to take a more active part in economic projects. Another issue that Massimov brought up at the meeting was the problem of rational use of water resources of trans-border rivers in the region. “We suggest to initiate joint scientific researches, exchange of experience, organization of practical and educational seminars.” As for the humanitarian sector, Kazakhstan Prime-Minister thinks it is important to continue cooperation in healthcare, culture, education, prevention and elimination of emergency situations and youth’s contacts. According to Massimov, dialog partners and the observer-countries have to be involved in more active cooperation with the SCO, including in economic and humanitarian realms. Besides, “the SCO Secretariat and Executive Commission of the Regional Anti-Terrorist Structure have to pay more attention to informational coverage of the SCO activities during the year of the Organization’s 10th anniversary”, Massimov said. He expressed confidence that countering modern challenges and ensuring development and prosperity of the SCO member-states and their people are only possible through joint efforts.
