Kazakhstan General Prosecutor’s office and Interior Ministry comment deadly anti-terrorist operations

Kazakhstan General Prosecutor’s office and Interior Ministry told about the reasons for elimination of terrorists, Tengrinews.kz reports citing head of the media center of Kazakhstan General Prosecutor Serikkali Mukashev. According to the rules, “the decision to eliminate a terrorist (terrorists) is taken by the chief of the anti-terrorist operation only when no agreement can be reached during negotiations with the terrorist (terrorists) because of his (their) refusal to suspend the terrorist attack and a real threat to life and health of people,” Mukashev said. According to the General Prosecutor’s office, the use of arms and special forces is permitted by the laws On national security authorities and On law-enforcement authorities. “Meanwhile, the personnel involved in anti-terrorist operations is instructed to neutralize terrorists without harming their life and health if circumstances permit it. In all cases of anti-terrorist operation everything possible was done to apprehend the terrorists without use of lethal force (arms and special forces) before the decision was taken to eliminate them,” General Prosecutor’s office added that the personnel's use of weapons was absolutely legal. Kazakhstan Interior Ministry also explained that negotiations are always part of anti-terrorist operations, but the militants usually fail to give up. “We take all the necessary measures, evacuate people and cut off gas supply (to the site of the operation). We start negotiations with them (militants), offer everything possible, but we don't believe that our people should endure unnecessary risk. Even in the last case in Atyrau: we had the terrorists outnumbered 10 to one by our officers there. The terrorists saw it and still kept shooting back until the last breath. I don’t see any necessity to put our people under fire,” Kalmukhanbet Kassymov said answering why the terrorists were eliminated during special operations and no attempts are made to take any of them alive.
