Kyrgyzstan threatens Kazakhstan with claims for gas deficit

Legal and financial claims could be filed against Kazakhstan's KazTransGas for limitation of gas supplies to Kyrgyzstan, KyrTAG reports citing deputy chairman of KyrgysGas Abdymazhit Mamatissayev. The agency does not give any further details. KazTransGas has recently limited gas supplies to Kyrgyzstan, motivating it by decreased supplies of Uzbek gas (because of abnormally low temperature in Uzbekistan) and deficiency of gas in some of Kazakhstan's regions. As a result, several regions of Bishkek and its suburbs, as well as several industrial companies in north Kyrgyzstan were cut off gas supplies from local networks at 20 below zero. Meanwhile, on December 17 deputy Director General of KyrgyzGas Kuralbek Naskeyev stressed that Kyrgyzstan owes a lot to Kazakhstan and cannot demand gas supplies under the contract. According to him, Kyrgyz party is not fulfilling the contract's main terms by not making prepayments, that’s why it should not speak to KazTransGas harshly. “Meanwhile, Kazakhstan company is looking for solutions and is not molesting Kyrgyzstan with constant reminders of the debt of $3.5 million,” Naskeyev said. Kazakhstan has promised to boost gas supplies to the neighboring Kyrgyzstan. In addition to the current 30 000 cubic meters an hour Kazakhstan will be supplying another 20 000 under a separate contract.
