Kazakhstan introducing restrictions on petrol imports from Russia

Kazakhstan’s Government has passed a decree to restrict petrol imports from neighboring Russia, according to Sauat Mynbayev, the country’s Minister of Oil and Gas. “A decree to restrict imports from Russia has been passed. Whether there will be actual restrictions - it will depend on the state of the market. A possibility to introduce actual restrictions is in place”, the minister said on the sidelines of the government sitting in Astana. Astana and Moscow had previously agreed that in exchange for all petroleum products supplied to Kazakhstan, Kazakhstan is to supply crude to Russia before January 1, 2014. Earlier the country’s Oil Minister didn’t exclude that Kazakhstan would introduce restrictions on petroleum imports from Russia in 2013, citing excessive backlog of petrol at Kazakhstan-based oil refineries and the need to channel more crude to Kazakhstan-based refineries rather than to Russia in exchange for Russian-made petroleum products.
