Kazakhstan official suggests arrests for domestic violence

Kazakhstan officials suggests to used arrest instead of fine as punishment for domestic violence, Tengrinews.kz reports. “A monitoring on implementation of the Law On prevention of domestic violence was performed together with international organizations. It showed that this law needs to be amended. Having studied the issue in details the National Commission come up with a suggestion to replace the fines with administrative arrests, as there are a lot of complaints from women who fall victims to such violence. Domestic oppressors who are fined for the violent behavior often dodge the fine and ti often happens that the woman who was the victim pays the fine instead,” Chairman of Kazakhstan President’s National Commission on Women and Population Policy Gulshara Abdykalikova said at the conference called Prevention of Crimes and Violations. According to Abdykalikova, that Law On prevention of domestic violence gave law-enforcement officers a right to issue protective notices to violators. The notices are aimed for protection of the victims’ rights. “The Administrative Offences Code was amended with a regulation setting forth liability for violation of the protective notice. Besides, courts can set special rules of violator’s conduct for the time of 3 months to 1 year upon request of interior authorities.” Abdykalikova said. By Gulnara Zhandagulova
