Kazakhstan mulls postponing penalties for greenhouse gas emissions

Kazakhstan Environmental Protection Ministry is suggesting to postpone and lower the fines for exceeding greenhouse gas emission quotas, Tengrinews.kz reports citing the Minister Nurlan Kapparov. “I suggest to jointly consider postponing introduction of the penalties from this year to the next year and lowering the penalties for exceeding the quotas on greenhouse gas emissions from 10 to 5 monthly calculation indexes (from $115.4 to $57.7),” Kapparov said at the government meeting. Director General of Kazenergy association Asset Magauov supported this initiative. “We should lower the risk of greenhouse gas emissions limitation affecting the economic growth and the country’s energy security for the period while the local hydrocarbons market is being formed. This issue has already been discussed in the Parliament. We support the Ministry’s suggestion to postpone introduction of the penalties and to lower the fines,” he said. Kazakhstan Prime-Minister Serik Akhmetov instructed the Ministry and other state bodies to make suggestions on improvement of the legislation regulating the greenhouse gas emissions within 2 months and submit a national plan for distribution of emission quotas to the government by September 1. “I think we can support the initiative. We will have to improve the legislative base and develop a national plan of quotas distribution for 2014-2015. Considering the suggestions we have heard today, I instruct you to develop proposals on improvement of the legislation on regulation of the greenhouse gas emissions within 2 months and develop and submit the national plan for quotas distribution for 2014-2015 by September 1. The Statistics Agency should analyze the number of companies included in the quota system and sales of the emission quotas. This information should be submitted to the government. Samruk-Kazyna fund and the Environmental Protection Ministry should work on adding the system of greenhouse gas emissions management into the fund’s group of companies by 2015,” the Prime-Minister said.
