Mussabayev comments his statement about 'beer bar English' of Bolashak graduates

Head ofKazKosmos national space agency Talgat Mussabayev has commented his recent statement about incompetency of some of the Bolashak scholarship graduates, Tengrinews reports. The program "Bolashak" ("Bolashak" means "The Future" in Kazakh) was established by a Decree of the President Nursultan Nazarbayev in November of 1993. The program seeks to provide an opportunity for the most talented students from Kazakhstan to gain higher education at the best universities overseas. "The program Bolashak is a gift of the Kazakhstan President, who is as valuable for Kazakhstan as Petr I was for Russia. Petr I sent noblemen's children abroad, but they spent their time in bars drinking ale, while their servants managed to study shipbuilding and gain other skills," Mussabayev said at the meeting with students of the Eurasian National University in Astana yesterday. A fortnight ago Mussabayev said: “There have been many Bolashak bursary holders applying for positions (with the Space Agency) They are short of the KazKosmos standards. We need specialists holding at least a Master’s degree. These Bolashak bursary holders lack decent knowledge (…) they picked up English language in pubs and are far from being specialists in their respective fields. We do hire Bolashak bursary holders who have decent knowledge; however, there are not so many applicants capable of qualifying,” Mr. Mussabayev said. The Association of Bolashak Program was outraged by Talgat Mussabayev's opinion about some Bolashak bursary holders. Yesterday he said that journalists wrenched his phase about some of the Bolashak program graduates out of its context. "When talking about the Bolashak program, I was at a private government meeting, I didn't know someone was eavesdropping as usual. They (journalists) heard it, grabbed the phrase, added their own words and mispresented it," he said. "I was saying that we should select smart people, not just send people abroad just because they are someone's relatives. That is the reason why we age getting such (poor) results now. But it is not always the case, there are great Bolashak bursary holders, who have already achieved much, this is obvious," he continued. The Kazakhstan space chief explained that he meant those graduates, who applying for a job with his agency, but have not descent command of the English language after studying abroad - in an English-speaking country - for years. "I have to admit that their level doesn’t stand up to scrutiny. They come (for a job) and say that they studied English there. Well, we know how they study English, in the end they have colloquial English, but insufficient language skills to do the job: not specialized terminology and technical language knowledge -- that is what I was saying," Mussabayev explained. "I'm a patriot of my country, I am not like those who just sit in a comfortable office working, although it takes skill to do this kind of office work too.
